Is Employee UAE Health Insurance Mandatory?

As of January 1st 2025, employee health insurance is mandatory across all Emirates in the UAE. While these laws were previously only mandated in Dubai and Abu Dhabi, this law now extends to all seven Emirates.

What Are the Employee Health Insurance Mandates in the UAE?

All private sector employees and domestic workers must have health insurance provided by their employers in the UAE. This mandate was previously only in place for Dubai and Abu Dhabi, but as of January 2025, it is now mandated for all seven emirates. 

This mandate was introduced through decisions of the Ministry of Human Resources & Emiratisation and the Cabinet. 

UAE employers are legally required to provide and pay for health insurance for their employees. Employees cannot legally work or renew their residence visa without valid health insurance. Employers who don’t comply can face fines or penalties. 

What Does Mandatory Health Insurance Cover in the UAE?

Mandatory health insurance coverage for employees in the UAE is typically based on the Essential Benefits Plan (EBP) or equivalent minimum standards. The Essential Benefit Plan is a government-defined minimum health insurance package set by the Dubai Health Authority.

The minimum standards are: 

  • An annual overall limit of at least AED 150,000
  • Emergency medical treatment coverage
  • Inpatient and outpatient care coverage
  • Newborn care coverage
  • Maternity services
  • Coverage for pre-existing conditions

The Essential Benefits Plan (EBP) covers essential medical services and meets all the minimum requirements of the Dubai Health Authority. Expats can purchase an EBP for their non-working dependents, regardless of their income. 

Health Insurance Requirements for Dependents in the UAE

Dependents must have health insurance across the UAE as part of the residency visa sponsorship requirements. Whether this health insurance is the employer’s or the sponsor’s responsibility depends on the Emirate. 

In Dubai, employers are not required to cover their employees’ dependents. In Abu Dhabi, employers are responsible for providing health insurance coverage for up to three dependents of their employees. This includes one spouse and three children under 18 years old.
