The new tenancy rule: Who is registration mandatory for?

The new tenancy rule in Dubai applies to all co-habitants staying in a residential unit for a month or more, including:

  • homeowners,
  • tenants,
  • developers, and
  • property management companies.

So if you are an expat renting in Dubai with loved ones, you must provide details of yourself and your family to the landlord. Note that the tenants must also provide the details of their live-in domestic helper. Landlords must ensure that all tenants are registered as per the new tenancy rule.

If you are an expat who has acquired permanent residency in Dubai and is a proud homeowner, then the same rules apply to you and your loved ones.

When is the deadline to register all co-habitants in Dubai?

Registration of all co-inhabitants in Dubai via the Dubai REST app must be completed within 2 weeks of the initiative, which began on September 26th, 2022. Thus, you should aim to complete the registration by October 10th, 2022. There has been no notice or update for late registration, but you are encouraged to complete it before to avoid missing the deadline.

What details do you need for the new tenancy rule?

The information required to register includes the following:

  • Co-occupant’s name
  • Date of birth
  • Emirates ID number
  • Passport number (if the co-occupant does not have an Emirates ID).

How to register co-inhabitants on the REST app?

With less than a week to go, it’s time to register your co-inhabitants by following these 8 simple steps:

  1. Download the Dubai REST App and enter the application.
  2. Select the user type as “individual” and log in with your UAE PASS for easy and quick access. (Note: The UAE PASS is the first digitized national identity and signature solution for residents.)
  3. Confirm who you are by authenticating yourself via the UAE PASS mobile app.
  4. Check the dashboard, and select the property where you are the tenant, homeowner, or landlord.
  5. Head to ‘Manage co-occupants’ and select it.
  6. Select ‘Add more’ to add co-occupants’ to the property.
  7. Proceed to add the Emirates ID and the date of birth of the co-occupant(s). And then select ‘Verify’ once you have checked for correctness.
  8. Submit all the details and await confirmation. (Note: Any details that need to be removed can be done by selecting the ‘delete icon’.)
