David Hayes is the Chief Executive Officer of Pacific Prime Dubai, a position he has held since 2019. Originally from Ireland, David relocated to the UAE in 2015 with Pacific Prime. He brings a grounded, people‑first leadership style shaped by his personal background and extensive international experience in insurance brokerage and sales leadership.
As CEO, David is responsible for setting the strategic direction of the business, driving commercial performance, and expanding Pacific Prime’s presence across the Middle East. He is highly regarded for his specialization in International Private Medical Insurance (IPMI), where he provides trusted guidance to insurance companies, underwriters, and strategic partners on product development, pricing strategy, and market positioning. His ability to align insurer capabilities with client needs has made him a valued advisor within the IPMI ecosystem.
Before moving to Dubai, David led Pacific Prime’s Shanghai office as Head of Sales, where he was instrumental in building and scaling a high-performing sales organization in one of the company’s most competitive markets. He developed strong, results-driven teams through a focus on coaching, accountability, and consultative selling—an approach that continues to underpin the success of the Dubai operation today.
David is known for translating complex insurance and regulatory environments into practical, commercially effective solutions for multinational employers and individual clients. He works closely with global and regional insurers to refine IPMI propositions, improve distribution effectiveness, and support long-term, sustainable partnerships. Internally, he places a strong emphasis on talent development, culture, and consistent execution, ensuring sales excellence is matched by service quality.
Outside of work, David remains closely connected to his Irish roots and enjoys Gaelic football, reflecting his passion for teamwork, discipline, and performance—values that are equally evident in his professional leadership style."
Sidharth Mohanty is the Head of P&C at Pacific Prime, bringing over 21 years of experience in the Property & Casualty (P&C) insurance industry across both brokerage and insurance environments. Throughout his career, Sidharth has developed deep expertise in commercial insurance solutions, risk management, and building strong relationships between clients, brokers, and insurance partners.
Before joining Pacific Prime, Sidharth gained extensive industry experience with leading organizations, including Marsh, Howden, and Berns Brett, where he worked across different areas of P&C and general insurance. This diverse background has given him a strong understanding of the evolving needs of businesses and the importance of delivering tailored insurance solutions in complex risk environments.
At Pacific Prime, Sidharth leads the P&C and General Insurance function, supporting clients with commercial insurance strategies and helping organizations identify coverage solutions aligned with their operational and risk requirements. His role focuses on strengthening partnerships with insurers, developing business opportunities, and expanding Pacific Prime’s capabilities within the P&C space.
Sidharth holds an MBA in Insurance and the Associate of the Insurance Institute of India (AIII) qualification, reflecting his commitment to technical knowledge and continuous development within the insurance industry.
His achievements include multiple recognitions from leading insurance partners, including the AIG Strategic Partner Award (2023), Sukoon Growth Partner Award (2023), AIG Growth Partner Award (2024), and AIG Rising Force Award (2025), highlighting his contribution to business growth and strong industry partnerships.
Outside of work, Sidharth enjoys cricket and exploring developments in Artificial Intelligence and Machine Learning. His interest in technology reflects his curiosity about innovation and the evolving role of digital transformation within the insurance industry.
Mark McClelland
Director of Commercial Distribution Middle East & Africa
Mark McClelland is the Director of Commercial Distribution for the Middle East & Africa at Pacific Prime, bringing over 23 years of experience across the international insurance industry, spanning both insurer and brokerage environments. With a career built around commercial growth, client relationships, and strategic distribution, Mark has developed extensive expertise in delivering insurance solutions for corporate clients across diverse markets.
Before joining Pacific Prime, Mark gained valuable industry experience in insurance, including over a decade with Bupa, where he developed a strong understanding of international health insurance products, market dynamics, and client needs. He has spent more than 13 years with Pacific Prime, playing a key role in the company’s continued growth and expansion across the region.
In his current role, Mark leads Corporate New Business across the Middle East and Africa, focusing on regional growth strategies, commercial development, and strengthening relationships with corporate clients and insurance partners. His experience allows him to bridge the needs of multinational organizations with tailored international insurance solutions, supporting businesses in navigating complex healthcare and risk environments.
Throughout his career, Mark has been recognized for his commercial performance and sales achievements, consistently ranking as a top performer during his time in sales. He has been acknowledged for driving significant new business growth and delivering strong results across the region through a relationship-focused and results-driven approach.
Outside of work, Mark enjoys travelling, playing golf, and spending time with his family. As a father of three boys, he values the importance of balance, connection, and creating experiences beyond the workplace.
Anelise Moraes is a Medical Insurance Sales Consultant at Pacific Prime, bringing over 13 years of experience in international medical insurance, business development, and client advisory. She started her insurance career in Shanghai in 2013 and has built a global perspective through working across Asia, the Americas, and international markets.
Throughout her career, Anelise has supported more than 2,500 clients across five continents, helping individuals and businesses navigate complex international insurance solutions with a focus on personalized advice, long-term relationships, and finding coverage that aligns with each client’s unique needs.
At Pacific Prime, Anelise specializes in Medical and Life Insurance solutions, while also contributing to business development initiatives and building strong professional networks. Her consultative approach and ability to connect with clients from diverse cultural backgrounds have been key drivers of her success within the international insurance space.
Anelise holds a Bachelor’s degree in International Relations, a Master’s degree in Economics from Shanghai University, and an MBA from Durham University. She is fluent in Portuguese, English, and Spanish, with additional knowledge of Mandarin and Dutch, allowing her to effectively support clients across different regions and markets.
Her achievements include being recognized as Female Fusion Network’s Professional Services of the Year 2025, receiving Pacific Prime’s Top ROW Sales award in 2019, and earning recognition for generating the most leads through networking in 2025.
Outside of work, Anelise enjoys travelling, spending time at the beach and pool, learning new languages, networking, and pursuing her passion for astrophotography. Her curiosity, international mindset, and commitment to continuous learning are reflected in both her professional and personal pursuits.
Erica Manssour is the Director of Operations at Pacific Prime, bringing over 14 years of experience in international insurance operations and business management. She began her career with Pacific Prime in Shanghai in 2011 before relocating to Dubai in 2013, building extensive experience across different markets and operational environments.
Throughout her career, Erica has developed strong expertise in operational strategy, regulatory compliance and delivering efficient business processes that support long-term growth. Her international experience has given her a broad understanding of the complexities involved in managing insurance operations across different regions while maintaining consistent service standards.
As Director of Operations, Erica oversees multiple business functions, ensuring effective day-to-day operations, compliance with regulatory and policy requirements, and alignment between business objectives and operational execution. She plays a key role in driving operational excellence, improving processes, and supporting teams in delivering a high-quality client experience.
Erica holds a Bachelor’s degree in Social Communications, a Certificate in Insurance Broking (Cert CII), and the ICA International Advanced Certificate in Anti-Money Laundering, reflecting her commitment to professional development and maintaining strong standards within the insurance industry.
